The Montana Foster/Adoptive Parent Association is a non-profit organization registered with the Secretary of State. Foster parents created the association in the early 1970's to provide support for one another by bringing families together for an annual training conference. The annual training conference has traditionally been funded by the State Agency, however MSF/APA along with Casey Family Program, Intermountain Homes have contributed to the conference in recent years. Through MSF/APA and the hard work of foster/adoptive parents we have been successful gaining increases in the foster care rate and clothing allowances as well as the development of diet, transportation, diaper and respite allowances. We continue to work to improve services that will benefit foster/adoptive children across the state.
MSF/APA Goals are:
**To provide an annual training conference for foster and adoptive families and other Child Welfare staff and agencies.
**To collaborate with other agencies and associations to be a voice for foster and adoptive parents.
**To advocate in the legislature and with the state agency to assure a full array of appropriate post-adoptive services for adoptive families.
**To advocate in the legislature and with the state agency to assure a full array of services for foster families.


Our values and beliefs are:

**The health, safety and well being of the child is paramount.
**We must advocate for the abused and neglected children and the families who parent them.
**Foster/ adoptive parents are professionals and must be treated with dignity and respect.
**Integration of foster/adoptive parents as team members in the best interest of the child.
**Children's expressed needs and wants must be incorporated into decisions regarding permanency.
**Encouraging and promoting on-going training for kinship and foster/adoptive parents.
